The Quality Manager is responsible for establishing, implementing, maintaining, and continually improving the Quality Management System (QMS) of the Certification Body in accordance with:
•    ISO/IEC 17021 1, 17021 2, 17021 3
•    CNCA regulations and Implementation Rules
•    requirements of accreditation bodies (e.g., CNAS, DAkkS, PCA)
•    applicable laws and industry specific certification requirements.
The Quality Manager acts as the designated representative of top management in all matters related to quality, compliance, impartiality, and accreditation.

Responsibilities
A. Quality Management System (QMS)
•    Develop, maintain, and update QMS procedures, work instructions, process descriptions, and templates.
•    Ensure consistent compliance with ISO 17021, accreditation criteria, CNCA requirements, and internal policies.
•    Coordinate the overall performance of the QMS and ensure continual improvement.
•    Prepare reports, analyses, and updates for top management, including input for management review.
B. Internal Audits & Corrective Actions
•    Supervise, and coordinate the internal audit program.
•    Ensure internal audits are carried out in required scope and frequency.
•    Evaluate nonconformities, implement corrective actions, and verify their effectiveness.
•    Maintain complete internal audit documentation.
C. Regulatory & Accreditation Compliance
•    Monitor regulatory updates, normative changes, and new accreditation or CNCA requirements.
•    Ensure timely implementation of all changes into the QMS.
•    Maintain the Certification Body’s readiness for:
o    CNCA supervision activities
o    accreditation assessments
o    surveillance and re-assessment audits
D. Documentation and Information Management
•    Oversee creation, review, approval, and distribution of QMS documentation.
•    Control certified documentation according to CNCA and accreditation body requirements.
•    Ensure proper retention of certification and audit records.
E. Certification Process Oversight
•    Ensure certification processes comply with ISO 17021, accreditation rules, and CNCA requirements.
•    Verify completeness of certification files, including audit reports, competence records, and decision-making documentation.
•    Support certification decision processes by verifying conformity of the certification workflow.
G. Representation of the Certification Body
•    Represent the Certification Body during accreditation audits, CNCA supervision, and regulatory inspections.
•    Act as the primary contact point for accreditation bodies regarding QMS performance and compliance.
•    Ensure cooperation and transparency with regulatory and accreditation authorities.
H. Additional Responsibilities
•    Participate in internal training activities.
•    Support risk management activities related to:
o    impartiality
o    certification decisions
o    auditor performance
o    regulatory compliance
•    Undertake additional tasks assigned by management that relate to QMS oversight.

Requirements
Education and Professional Background
•    University degree (technical or managerial field preferred).
•    Minimum 4 years of professional experience.
•    Minimum 4 years of experience in Quality Management Systems (QMS).
•    Completed formal training or higher education related to QMS, accreditation, certification, or relevant technical areas.
Technical Competence
•    Formal training in:
o    ISO 9001 / QMS
o    ISO/IEC 17021 1 / 17021 2 / 17021 3
•    Documented audit experience (internal auditor / auditor / lead auditor training) – nice to have.
Languages
•    Fluent English (required for communication with accreditation bodies, other offices and review of normative documents).
Competence Required by CNCA
The Quality Manager shall demonstrate:
•    Knowledge of CNCA Implementation Rules for certification bodies
•    Understanding of CNCA requirements for auditor qualifications, supervision, and competence management
•    Understanding of CNCA requirements for:
o    completeness of certification files
o    traceability of certification decisions
o    audit oversight and documentation retention
•    Awareness of CNCA/CNAS expectations regarding impartiality, independence, and responsibility of management personnel
•    Ability to implement regulatory and accreditation related updates into the QMS.
